Master Circular on Dormant Accounts and Unclaimed Funds

Licensed banks in Oman must monitor inactive accounts, restrict dormant account debits without reactivation, and prohibit fees for reactivation or claims. Banks must notify customers 30 and 7 days prior to dormancy designation, maintain six-monthly contact attempts, and process reactivations within five working days, applying a three-day cooling-off period for digital reactivations. Funds remain customer property, and banks must reconcile balances monthly, report annually to the Board, and submit half-yearly reports via FTP by 30th July 2027 for periods ending 30th June 2027. Compliance is required by 30th June 2027.
