The Connecticut Department of Banking issued a Notice of Intent to Adopt Regulations concerning consumer collection agencies. The Commissioner also issued notices of intent not to disapprove acquisitions by Christopher J. Lavin and Lauren E. Ruttkamp of more than 10 percent but less than 25 percent of the voting securities of The Wilton Bank. Additionally, a Stipulation and Agreement required Roger J. Giordano to pay $2,500, comprising a $750 administrative fine and $1,750 in past due registration fees, for transacting business as an unregistered investment adviser.
