NOTE
Document 3050 – Aggregated Credit and Leasing Statistics, part of the Credit Information System – SCR, is the document by which the Central Bank of Brazil – BCB collects aggregated credit data from the National Financial System – SFN for the compilation of macroeconomic statistics, whose highlighted purpose is to support monetary policy decisions and enable the monitoring of its transmission through the credit channel. The document comprises information (balances, disbursements, average interest rates, portfolio and disbursement terms, and balances by delinquency bands) segregated by credit modalities and constitutes the main data source for the SFN credit statistics compiled and published by the BCB.
The new information proposed corresponds simply to the disaggregation of the modalities “unsecured personal credit with real guarantees” and “unsecured personal credit without real guarantees,” currently reported in an aggregated manner in the “unsecured personal credit” modality of Document 3050. This disaggregation is necessary due to the significant differences between the personal credit segments with and without real guarantees, which, due to different risk levels involved, are reflected, above all, in the disparity between the interest rates charged. The segregation of this information by financial institutions (FIs) does not require significant additional costs, considering that FIs already provide the requested data with the desired segregation in Document 3040 – Credit Risk Data, albeit with lower timeliness than necessary for the publication of SFN credit statistics, notably those contained in the Press Note – Monetary and Credit Statistics.
The operations corresponding to the new proposed modality, “credit for programs aimed at fostering micro, small, and medium-sized enterprises (MSMe),” currently reported indistinctly as “other directed credits,” do not have their interest rates collected by Document 3050. Identifying these operations in the proposed modality will fill an important gap in the credit statistics produced by the BCB, with significant impacts on the quality of the statistics and, in particular, on the analyses that support monetary policy decisions. Similar to unsecured personal credit, the segregation of this information by FIs also does not require significant additional costs.
The proposed alterations therefore aim to improve the statistics produced by the BCB, which will henceforth reflect with greater precision what occurs in the credit market, in important credit segments for consumers and MSMEs. This improvement will allow the statistics to contribute more effectively to the conduct of monetary policy by describing with greater clarity its transmission through the credit channel. At the same time, the proposed segmentations will enable better differentiation between credit operations in the statistics, which has been repeatedly suggested in interactions between the BCB and trade associations representing institutions part of the SFN.
Due to the aspects mentioned, in addition to the low impact resulting from the proposed segmentations, since they consist of a simple reclassification of credit operations, which already appear segregated in other BCB documents, the proposed Normative Instruction is exempt from Regulatory Impact Analysis (AIR) referred to in Article 4, item V, letter “b”, of Decree No. 10,411, of June 30, 2020, namely: V – normative act aimed at preserving liquidity, solvency, or soundness: b) of the financial, capital, and foreign exchange markets.
