FinCEN proposes finding Banque Misr UAE, comprising five UAE-based branches of the Egypt-based state-owned commercial bank, to be of primary money laundering concern. Under special measure five, covered U.S. financial institutions would be prohibited from opening or maintaining correspondent accounts for or on behalf of Banque Misr UAE and required to take reasonable steps not to process transactions involving the entity. Additionally, U.S. financial institutions must apply special due diligence to foreign correspondent accounts reasonably designed to guard against processing transactions involving Banque Misr UAE. The proposal cites approximately USD 1.8 billion in potential Iranian shadow banking activity facilitated through the bank's accounts between 2024 and 2026.
