The Financial Services Commission has proposed amendments to the Financial Investment Services and Capital Markets Act to establish legal grounds for fractional investment platforms and securities lending intermediaries currently operating under regulatory sandboxes. The rules also authorize alternative trading systems to trade ETFs and ETNs while introducing stricter due diligence requirements for IPO bookrunners and expanding eligible assets for foreign currency repos. These changes are open for public comment until March 17 and are expected to take effect on June 16, 2025.
