Prudential Measures for Residential Mortgage Loans

The Hong Kong Monetary Authority issued these measures to enforce conservative underwriting standards for residential mortgage loans amid rising property prices and investment risks. Authorized institutions must cap loan-to-value ratios at 60% for properties valued at $12 million or above and for non-owner-occupied units, while standardizing debt servicing ratios to 50% with a 60% stress test cap. These guidelines require immediate implementation of LTV and DSR limits, with stress testing and enhanced risk management practices mandated by September 2010.
