Publication of Russian Harmful Foreign Activities Sanctions Regulations Web General License 13N
The Department of the Treasury’s Office of Foreign Assets Control issued General License 13N to replace and supersede General License 13M. This license authorizes U.S. persons to pay taxes, fees, import duties, and obtain necessary permits for day-to-day operations in Russia through October 9, 2025, despite prohibitions under Executive Order 14024. The authorization explicitly excludes debiting accounts of specific Russian state entities and any transactions involving persons blocked under the Russian Harmful Foreign Activities Sanctions Regulations.
