Publication of Russian Harmful Foreign Activities Sanctions Regulations Web General Licenses 25E, 25F, 108, and 109
The Department of the Treasury’s Office of Foreign Assets Control publishes four general licenses under the Russian Harmful Foreign Activities Sanctions Regulations to authorize specific transactions otherwise prohibited by sanctions. General Licenses 25E and 25F authorize telecommunications and internet-based communications services to Russia, while General License 108 permits limited safety and environmental transactions involving blocked vessels owned by specific entities. General License 109 authorizes the wind-down of transactions involving certain media entities blocked on September 13, 2024, with specific expiration dates and exclusions for transactions involving Russian government financial institutions.
