Publication of Russian Harmful Foreign Activities Sanctions Regulations Web General Licenses 88, 88A, 89, 90, 91, 91A, 92, and 93
The Office of Foreign Assets Control publishes General Licenses 88, 88A, 89, 90, 91, 91A, 92, and 93 under the Russian Harmful Foreign Activities Sanctions Regulations. These licenses authorize specific wind-down transactions, divestment of debt or equity, and safety-related activities involving designated blocked entities and vessels through April or May 2024. General Licenses 88A and 91A supersede General Licenses 88 and 91, respectively, by adding additional entities to the authorized lists. The document also updates 15 CFR Part 744 to align export license requirements for these persons with broader EAR controls effective March 21, 2024.
