Publication of Russian Harmful Foreign Activities Sanctions Regulations Web General License 83A
The Office of Foreign Assets Control publishes General License 83A, which supersedes General License 83 and authorizes transactions ordinarily incident to importing seafood derivative products loaded onto vessels prior to February 20, 2024, under contracts entered into before December 22, 2023. This authorization remains valid through May 31, 2024, but explicitly excludes transactions prohibited by the Russian Harmful Foreign Activities Sanctions Regulations involving blocked persons. Additionally, the document publishes General Licenses 92 and 93, which authorize the offloading of cargo and other transactions involving vessels blocked solely due to property interests of Joint Stock Company Sovcomflot or entities with 50 percent or greater ownership by Sovcomflot, subject to specific exclusions regarding new commercial contracts and directives under Executive Order 14024.
