Publication of Venezuela Sanctions Regulations Web General License 40D
The Office of Foreign Assets Control publishes General License 40D, which authorizes transactions ordinarily incident and necessary to the delivery and offloading of liquefied petroleum gas in Venezuela involving the Government of Venezuela, Petróleos de Venezuela, S.A. (PdVSA), or entities in which PdVSA owns 50 percent or greater interest. This authorization applies to gas loaded on a vessel on or before July 7, 2025, and remains valid through 12:01 a.m. eastern daylight time on September 5, 2025. The license explicitly prohibits payments-in-kind of petroleum or petroleum products and does not authorize transactions involving blocked persons other than PdVSA or its specified entities. General License 40D replaces and supersedes General License 40C effective July 7, 2025.
