Recognition of External Credit Assessment Institutions (Revised)

The Hong Kong Monetary Authority establishes the criteria and procedures for recognizing External Credit Assessment Institutions for use in regulatory capital calculations under the Banking (Capital) Rules. Eligible institutions must demonstrate rigorous methodology, independence, transparency, and sufficient resources while adhering to IOSCO standards and effective regulatory oversight. The Authority maps recognized credit assessments to risk-weights based on quantitative default rate benchmarks and qualitative factors to ensure accurate risk measurement for non-securitization and securitization exposures.
