Recommendation of the European Systemic Risk Board of 3 October 2023 amending Recommendation ESRB/2015/2 on the assessment of cross-border effects of and voluntary reciprocity for macroprudential policy measures (ESRB/2023/9)

The European Systemic Risk Board amends the list of macroprudential policy measures recommended for voluntary reciprocity by recalibrating the Belgian sectoral systemic risk buffer (sSyRB) rate from 9% to 6% for exposures secured by residential immovable property in Belgium, effective from 1 April 2024. The recommendation also removes the French macroprudential measure from the list following the expiration of its application period on 1 July 2023. These changes ensure the continued recommendation for other Member States to reciprocate the adjusted Belgian buffer to prevent regulatory arbitrage and cross-border leakages.
