Regulation A: Extensions of Credit by Federal Reserve Banks
The Board of Governors of the Federal Reserve System proposes to amend Regulation A to specify that holders of proposed special-purpose payment accounts are ineligible for discount window credit. This change supports the introduction of Payment Accounts designed for clearing and settling payment activity while mitigating risk to Reserve Banks. The proposal maintains existing discount window programs for other depository institutions and leaves current credit rate processes unchanged.
