The Board of Governors of the Federal Reserve System amended Regulation D to increase the interest rates paid on required and excess reserve balances to 0.15 percent. This final rule raises both the Interest on Required Reserves and Interest on Excess Reserves by 0.05 percentage points to enhance the Federal Reserve's ability to maintain the federal funds rate within the target range established by the FOMC. The amendments became effective on July 23, 2021, with the rate changes applicable retroactively to June 17, 2021.
