Regulation on Official Administration and Liquidation of Payment Institutions and Electronic Money Institutions

The Central Bank of the Republic of Kosovo establishes procedures for the official administration and liquidation of payment institutions and electronic money institutions. The CBK may appoint an Official Administrator if regulatory capital falls below 50% of the minimum required, or if the institution engages in unsafe practices, criminal activities, or fails to cooperate with supervision. The Administrator has exclusive powers to manage the institution, secure assets, and implement recovery plans or liquidation within a maximum twelve-month term. Voluntary liquidation requires prior CBK approval and a bank guarantee, while forced liquidation is initiated upon authorization withdrawal or if rehabilitation fails.
