Regulation to Amend Regulation 21-101 Respecting Marketplace Operation

The Autorité des marchés financiers amends Regulation 21-101 by redefining "information processor" to distinguish between jurisdictions outside British Columbia and British Columbia, and by replacing the title of Part 8 with "Information Transparency Requirements for Persons Dealing in Unlisted Debt Securities." The amendments impose obligations on marketplaces and persons to provide accurate and timely information regarding orders and trades in government and corporate debt securities to an information processor, while repealing specific paragraphs in sections 8.1, 8.2, and 14.4. The regulation also updates terminology throughout sections 8.3, 8.4, 14.4, 14.5, 14.7, and 14.8, replacing references to specific entity types with "person" and adjusting data element requirements. This regulation comes into force on 31 August 2020, with a delayed effective date for Saskatchewan if filed after that date.
