Regulatory Capital Rule: Capital Simplification for Qualifying Community Banking Organizations

The Office of the Comptroller of the Currency, the Board of Governors of the Federal Reserve System, and the Federal Deposit Insurance Corporation invite public comment on a proposed rule establishing a Community Bank Leverage Ratio (CBLR) framework. This framework would allow depository institutions and holding companies with less than $10 billion in total consolidated assets to opt into a simplified capital measure if they meet specific risk-based criteria and maintain a CBLR greater than 9 percent. Banking organizations that elect this framework and maintain the required ratio would be exempt from other risk-based and leverage capital requirements and considered well capitalized under prompt corrective action provisions.
