Banks and branches of non-resident banks must achieve capital adequacy coefficients using core capital components and correctly calculate sectoral counter-cyclical capital buffers. Violations by banks trigger restrictions on undistributed net income, including dividend payments and share buybacks, while non-resident branch violations restrict income allocation to the parent bank. The Financial Stability Council may raise the sectoral buffer normative value no earlier than twelve months after its decision. This resolution amends Resolution No. 52, entering into force upon official publication and applying to relations arising from March 19, 2026.
