The Hong Kong Monetary Authority reports an initial Quantum Preparedness Index score of 2.3 out of 10, revealing that approximately half of Authorized Institutions lack structured cryptographic upgrade plans and have not assessed their technical infrastructure migration readiness. Authorized Institutions are required to assess quantum-related risks, establish cryptographic inventories across systems, and formulate transition roadmaps commensurate with their operational complexity. The regulator will provide support through a co-developed PQC toolkit and capability-building workshops, with the expectation that full sectoral readiness is achieved by 2030.
