Revised SPM CA-B-1 Countercyclical Capital Buffer Approach to its Implementation
The Hong Kong Monetary Authority issued a revised Supervisory Policy Manual module CA-B-1 to align with the Banking (Capital) (Amendment) Rules 2023. The update introduces a Positive Neutral Countercyclical Capital Buffer for Hong Kong, revises the Composite CCyB Guide calculation formula, and replaces the Indicative CCyB Ceiling with guiding principles for buffer release. These changes take effect on 1 April 2024.
