Royal Decree of 30 October 2025 approving the National Bank of Belgium Regulation of 1 October 2025 on the countercyclical tier 1 core capital conservation buffer rate and the systemic risk buffer for residential real estate exposures
The National Bank of Belgium sets the countercyclical tier 1 core capital conservation buffer rate at 1.25% for relevant credit exposures to counterparties established in Belgium, effective from 1 July 2026. Additionally, credit institutions using the internal ratings-based approach must apply a tier 1 core capital buffer equal to 6% of the risk-weighted amount of retail exposures to natural persons secured by residential real estate located in Belgium until 1 July 2026. This regulation replaces the previous rules from July 2023 and enters into force on 1 January 2026.
