The Connecticut Department of Banking grants no-action relief from securities registration requirements for secondary market transactions of OTCQX Best and OTCQB securities effected through registered broker-dealers. The Department imposed $100,000 fines on CE Capital Limited and Arthur Connolly for offering unregistered securities and violating antifraud provisions, with payment due within 45 days. Consent orders permanently barred Matthew Charles Woodard and fined him $20,000, while John W. Evans and Bonnie A. Evans were barred for three years and fined $5,000 for similar violations. Several firms, including SF Investments, Inc., Pearson and Associates, LLC, Augment Securities Inc., and Hanley & Associates, LLC, entered stipulations and agreements to pay administrative fines and registration fee reimbursements ranging from $1,800 to $6,110.
