The Board of Governors of the Federal Reserve System issued this guidance to replace the existing RFI rating system with a new LFI rating system for large financial institutions. The new framework evaluates bank holding companies and foreign banking organization subsidiaries with significant asset thresholds across three components: capital planning, liquidity risk management, and governance and controls. Ratings are assigned using a four-point non-numeric scale to assess whether firms maintain safe-and-sound operations and comply with applicable laws and regulations.
