The Hong Kong Monetary Authority issued Supervisory Policy Manual IC-3 to provide guidance on the reporting obligations of authorized institutions' external auditors under the Banking Ordinance. This module details both existing requirements regarding banking returns and control systems, as well as new mandates under Sections 63A and 63B requiring auditors to report matters that materially affect an institution's financial position or constitute non-compliance with specific regulations. The policy was developed following consultation with industry associations and the Hong Kong Society of Accountants to ensure comprehensive regulatory oversight.
