Transfer and Reorganization of Bank Secrecy Act Regulations

The Financial Crimes Enforcement Network transfers Bank Secrecy Act regulations from 31 CFR Part 103 to a new Chapter X of Title 31, reorganizing them by financial industry and renumbering provisions for clarity. The rule incorporates prior final rules, such as the definition of mutual funds as financial institutions, and makes minor technical corrections including updated mailing addresses and agency names. Appendices from the previous Part 103 are removed from the Code of Federal Regulations, with relevant administrative rulings and notices made available on the FinCEN website instead. This final rule becomes effective on March 1, 2011.
