Treasury Increases Pressure on Iran’s Sanctions-Evading Shadow Fleet and Sanctions ICC Judges Targeting Israel

The Department of the Treasury's Office of Foreign Assets Control issued General Licenses S and 11 to authorize limited wind-down, safety, and environmental transactions involving newly sanctioned Iranian shadow fleet entities and International Criminal Court judges. OFAC designated three individuals and twenty-two shipping entities for sanctions evasion under Executive Order 13902, while also adding twenty-eight vessels to the SDN List linked to these operators. Concurrently, the Treasury removed several Russian and Turkish persons and entities from the SDN and FSE Lists associated with previous Russia-related sanctions designations.
