Regulation 70/2009 on Foreign Exchange Transactions

The Bank of Albania’s Supervisory Council issued this regulation to establish comprehensive rules governing capital and current account transactions between residents and non-residents. It requires all licensed banking and financial entities to execute foreign exchange operations freely, explicitly covering direct investments, real estate acquisitions, securities trading across capital and money markets, credit facilities, and unilateral asset transfers. The framework standardizes documentation requirements for these cross-border flows while aligning domestic foreign exchange practices with international trade, insurance contracts, and European integration obligations.
