Enhanced Transparency and Public Accountability of the Supervisory Stress Test Models and Scenarios; Modifications to Capital Planning and Stress Capital Buffer Requirement Rule

The Board of Governors of the Federal Reserve System proposes to enhance the transparency and public accountability of the supervisory stress test framework by codifying an enhanced disclosure process for stress test models and scenarios. The proposal requires the Board to annually publish comprehensive documentation on stress test models, invite public comment on material model changes, and publish stress test scenarios for comment prior to finalization. Additionally, the rule modifies the Capital Planning and Stress Capital Buffer Requirement Rule, the Enhanced Prudential Standards Rule, and Regulation LL, while updating the FR Y-14A/Q/M data collection requirements to improve risk capture and remove obsolete items.
