Bank of Albania Regulation 69/2014 on Regulatory Capital

The Bank of Albania’s Supervisory Council issued Regulation 69/2014 to define the structure, components, and calculation methodology for licensed banks’ regulatory capital. The rule mandates institutions to maintain minimum capital levels split between Tier 1 and Tier 2, while prescribing specific deductions for intangible assets, deferred tax assets, pension fund balances, and reciprocal cross-holdings from Common Equity Tier 1. Effective March 2015, the regulation supersedes earlier capital guidelines and requires banks to implement standardized prudential filters, apply risk-weighted calculations, and report compliance progress to the central bank.
