CSSF Regulation No 23-01 on the setting of the countercyclical buffer rate for the second quarter of 2023
The Commission de Surveillance du Secteur Financier (CSSF) issued Regulation No 23-01 to maintain Luxembourg's countercyclical capital buffer rate at 0.50% for the second quarter of 2023. This decision follows the recommendation of the Systemic Risk Committee and reflects an assessment that while the credit-to-GDP gap remains below the 2% activation threshold, systemic risks persist due to inflationary pressures and rising interest rates. The regulation mandates that this buffer applies to relevant exposures located in Luxembourg and enters into force upon publication in the Official Journal.
