Benchmarking of Stress-testing Practices in relation to Treasury Activities

The Hong Kong Monetary Authority completed a benchmarking exercise to assess the stress-testing practices of selected authorized institutions regarding market and interest rate risks. The regulator identified deficiencies in some institutions that require improvement to align with Supervisory Policy Manual Module IC-5 and shared observed good practices in an annex. Management is required to regularly review and enhance their stress-testing frameworks, ensuring scenarios are sufficiently vigorous and risk tolerance levels are clearly defined for immediate escalation.
