Community Reinvestment Act Regulations
The OCC, Federal Reserve Board, and FDIC propose to rescind the 2023 Community Reinvestment Act Final Rule and reinstate the agencies' existing 1995 CRA regulations with conforming technical amendments. The proposal modifies definitions for small banks, updates transition provisions, and adjusts CRA sunshine requirements alongside the OCC’s Public Welfare Investments rules. By reverting to the prior framework, the agencies aim to restore regulatory certainty and reduce compliance burdens while maintaining the statutory mandate for banks to meet local community credit needs.
