Consumer Leasing (Regulation M)

The Board of Governors of the Federal Reserve System and the Bureau of Consumer Financial Protection are finalizing amendments to the official interpretations and commentary for their regulations implementing the Consumer Leasing Act (Regulation M). Effective January 1, 2023, the exemption threshold for consumer leases will increase from $61,000 to $66,400. This adjustment is based on the annual percentage increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) as of June 1, 2022, and revises comment 2(e)–11.xiv in 12 CFR parts 213 and 1013 to reflect the new threshold for the period January 1, 2023, through December 31, 2023.
