This decision is based on a credit-to-GDP gap estimated at -8.9% in the first quarter of 2023, which is below the 2% activation threshold, alongside other indicators of systemic risk. The regulation enters into force on the day of its publication in the Journal officiel du Grand-Duché de Luxembourg.
