Recommendation on recognising and setting countercyclical buffer rates for exposures to third countries

Designated authorities must coordinate with the European Systemic Risk Board (ESRB) to ensure uniform recognition and setting of countercyclical buffer rates for exposures to third countries. Authorities are required to notify the ESRB when a third country sets a buffer rate exceeding 2.5%, when they consider such a rate necessary, or when risks in a monitored third country abate or materialize. The ESRB issues recommendations to guide authorities on the appropriate buffer levels, ensuring consistent capital requirements across the Union and preventing regulatory arbitrage.
