FDIC and OCC Seek Public Comment on Joint Notice of Proposed Rulemaking to Amend Community Reinvestment Act (CRA) Regulations
The OCC, Board of Governors of the Federal Reserve System, and FDIC propose to rescind the 2023 Community Reinvestment Act final rule and replace it with the 1995 CRA regulations as they existed on March 29, 2024, subject to conforming and technical amendments. These amendments include updates to the definitions of small banks and technical changes to regulations implementing CRA sunshine requirements and the OCC's Public Welfare Investments regulation. Public comments on the proposal must be received by August 18, 2025.
