Guidelines on PD estimation, LGD estimation and treatment of defaulted exposures

Institutions must estimate PD and LGD using own loss data, applying downturn conditions and margin of conservatism (MoC) for own funds. They must use workout LGD, exclude market-based methods, and ensure a nine-month independence period between defaults. PDs must be rated per obligor, with consistent scales and regular reviews. Institutions must document expert judgment, address data deficiencies via adjustments, and agree on submission deadlines with authorities.
