Prudential Measures for Residential Mortgage Loans

The Hong Kong Monetary Authority issued prudential measures for residential mortgage lending effective August 13, 2010, imposing a 60% maximum loan-to-value ratio for high-value and investment properties. The regulator standardized debt servicing ratio limits to 50% and mandated stress testing for borrowers assuming a 2 percentage point interest rate increase, with the latter requirement taking effect on September 15, 2010. These stricter criteria are projected to reduce maximum mortgage borrowing amounts by up to 22% depending on income levels and loan terms, requiring authorized institutions to update internal procedures and customer-facing tools accordingly.
