Recommendations on Cloud Outsourcing (EBA-REC-2017-03)

Outsourcing institutions must assess materiality, notify supervisors of material cloud outsourcing, and maintain a detailed register including provider names, data locations, and risk assessments. They must secure written agreements granting full access and audit rights to the institution, its auditors, and competent authorities, while ensuring subcontracting does not impede service continuity or supervisory oversight. Institutions must implement risk-based controls, such as encryption for data in transit, memory, and at rest, and define exit strategies.
