Staff Accounting Bulletin No. 106

Registrants using the full cost method of accounting must exclude future cash outflows associated with accrued asset retirement obligations from the calculation of estimated future net revenues in the full cost ceiling test to avoid double-counting. Companies must continue to include estimated dismantlement and abandonment costs resulting from future development activities in the base for computing depreciation, depletion, and amortization if those costs have not yet been capitalized. Registrants are required to apply these accounting treatments prospectively as of the beginning of the first fiscal quarter beginning after the bulletin's publication in the Federal Register.
