Capital Buffer Regulation 2025

The Austrian Financial Market Authority (FMA) issued this regulation to determine and recognize capital buffer requirements for credit institutions, covering the countercyclical capital buffer, systemically important institutions, and the systemic risk buffer. It sets the countercyclical capital buffer rate for domestic exposures at 0% and specifies individual and consolidated capital buffer rates for several systemically important institutions, such as 1.75% for Erste Group Bank AG and Raiffeisen Bank International AG. The regulation also establishes a 1% buffer rate for commercial real estate exposures and additional systemic risk buffer rates for specific institutions, coming into force on July 1, 2025, and repealing the 2021 regulation.
