Disclosure of Accounting Policies for Derivative Financial Instruments and Disclosure of Quantitative and Qualitative Information About Market Risk Inherent in Derivative Financial Instruments, Other Financial Instruments, and Derivative Commodity Instruments

The Securities and Exchange Commission amends Rule 4-08 of Regulation S-X and Item 310 of Regulation S-B to require enhanced descriptions of accounting policies for derivatives in financial statement footnotes. The Commission adds Item 305 to Regulation S-K and Item 9A to Form 20-F, mandating that registrants disclose quantitative and qualitative information about market risk for derivatives and other financial instruments outside the financial statements. Registrants must provide quantitative data using tabular fair value presentations, sensitivity analysis, or value at risk disclosures, and qualitative information regarding primary market risk exposures and management strategies. These requirements apply to domestic and foreign issuers, with compliance deadlines for fiscal periods ending after June 15, 1997, for certain large non-bank registrants and banks, and after June 15, 1998, for smaller non-bank registrants.
