Cash Settlement and Regulatory Halt Requirements for Security Futures Products

The Commodity Futures Trading Commission and the Securities and Exchange Commission propose new rules requiring national securities exchanges and associations to establish final settlement prices for cash-settled security futures products that fairly reflect the opening price of the underlying security or securities. The proposal mandates that trading in security futures products be halted whenever a regulatory halt, including news pending or circuit breaker halts, is instituted for the underlying securities. Specifically, trading in products based on narrow-based security indexes must halt when one or more underlying securities constituting 30 percent or more of the index's market capitalization are halted. Comments on these proposed rules are due by October 1, 2001.
