Regarding the implementation of Article (1) of Law No. 2005 regarding Banks and Financial Institutions, and in light of the provisions of Article (2025/10) dated 2025/04/06 concerning the determination of the minimum capital for establishing banks and financial institutions, and to ensure compliance with the regulatory framework.
It is hereby decided:
First: The establishment of new banks shall require a minimum capital of 20,000 (Twenty Thousand).
Second: Existing banks must maintain a capital of 750,000 (Seven Hundred Fifty Thousand).
Third: This circular applies to all entities subject to the Central Bank of Libya's supervision, in accordance with the regulations issued in October 2025.
