Delegation of Authority to the Director of the Division of Trading and Markets

The Securities and Exchange Commission amends Rule 30-3 to delegate authority to the Director of the Division of Trading and Markets to disapprove, temporarily suspend, or approve on an accelerated basis proposed rule changes submitted by self-regulatory organizations. The Director is authorized to extend Commission review periods for up to 90 days under Section 19(b)(2)(A) and up to 240 days under Section 19(b)(2)(B), and to extend consideration of national market system plans for up to 180 days. If two or more Commissioners object in writing within five business days of a proposed disapproval, the delegation is withdrawn and the Director must institute proceedings or present a recommendation to the Commission. These amendments become effective on October 12, 2010.
