Exemption for Certain Investment Advisers Operating Through the Internet

The Securities and Exchange Commission adopts new rule 203A-2(f) to exempt investment advisers that provide advisory services exclusively through interactive Web sites from the prohibition on Commission registration. Eligible advisers must deliver advice via computer-based models or applications using client-provided personal information and may advise fewer than 15 clients through other means during the preceding 12 months. The rule amendments also update Form ADV to include this exemption and require advisers to maintain records demonstrating compliance with these conditions. These changes become effective on January 20, 2003.
