Extension of Dates for Certain Requirements and Amendment of Form 19b-4

The Securities and Exchange Commission amends Rule 19b-4(n)(1)(ii) and Rule 19b-4(o)(2)(ii) to extend the deadline for designated clearing agencies and clearing agencies to file Advance Notices and Security-Based Swap Submissions via dedicated email addresses until December 10, 2013. This extension applies to DCAs for which the Commission is the supervisory agency (DTC, FICC, NSCC, and OCC) and clearing agencies filing such submissions, allowing continued use of the email addresses AdvanceNoticeFilings@sec.gov and SBSwapsSubmissions@sec.gov while Electronic Form 19b-4 Filing System upgrades are completed. The Commission also amends the General Instructions to Form 19b-4 to reflect this temporary filing mechanism and make blank electronic and PDF versions of the form available on EFFS and www.sec.gov.
