Order Execution Obligations

The Securities and Exchange Commission adopts new Rule 11Ac1-4, requiring OTC market makers and specialists to display customer limit orders priced better than their public quotes or that add to the associated quote size. The Commission also amends Rule 11Ac1-1 to mandate that market makers publish quotations for any listed security when their trading volume exceeds 1% of the aggregate volume for that security, and to make publicly available superior prices privately quoted through electronic communications networks. These rules become effective on January 10, 1997, with a one-year phase-in period for non-exchange-traded securities, while the Commission defers final action on the proposed Price Improvement Rule.
