Processing Requirements for Cancelled Security Certificates

The Securities and Exchange Commission adopts new Rule 17Ad-19 and amends Rules 17f-1, 17Ad-7, and 17Ad-12 to require transfer agents to establish written procedures for the cancellation, storage, transportation, destruction, or other disposition of securities certificates. Transfer agents must mark each cancelled certificate with the word 'cancelled', maintain a secure storage area, keep a retrievable database of all cancelled or destroyed certificates, and ensure authorized personnel supervise and document destruction. The amendments clarify that existing lost and stolen securities and safekeeping rules apply to unissued and cancelled certificates. These amendments become effective on January 22, 2004.
